International project EFNDT, aiming to develop new approaches

to generate, organize and disseminate  knowledge of NDT

 

Report of Mykhail Kazakevich (Ukraine, the Member of EFNDT Board of Directors) on the 43-th meeting of BoD in Vienna (April 2013)

 

Dear colleagues! I take this opportunity to share with you some thoughts on how to improve the process of NDT knowledge development.

We bring to your attention: the international project aims to establish a fund of science and technology in the field of NDT by creating an interactive virtual museum and the Encyclopedia of NDT and technical diagnostics.

The aim of the Project is the accumulation of knowledge and the dissemination of ideas NDT & TD through the permanent virtual institution on testing and diagnostic.

The concept of the center of science and education in the field of NDT:

The center aims to find ways to develop science and technology by providing collection, systematization and new understanding of NDT ideas and attainments.

Within the activity of the center is planed the organization of different levels and forms of cooperation, such as:      

  • collection and preservation of artifacts and knowledge related to the history of ideas, means, and technologies of nondestructive testing,

  • popularization of NDT ideas in order to attract public attention to the issues of reducing the technological risk and defend the ecological situation during the exploitation  of the high-risk objects,

  • systematization of research results of leading experts and organizations in the virtual fund of the museum at different information levels (for education, for popularization and to promote the operative use of the accumulated intelligence by NDT specialist ),

  • use the museum as an NDT base for network of accreditation and certification organizations in the process of training and monitoring the level of knowledge,

  • coordinate the establishment of the Encyclopedia NDT, including the information base,  systematic and  scientifically- balanced  knowledge of the theory and practice of NDT, key concepts, methodological approaches, information about new technologies, methods and means of NDT, examples of disasters, which had happened because of a violation of the rules  of NDT use,

  • correlation and synergetic of the information base of the encyclopedia with the exposition of the museum (the encyclopedia is integrated in the museum),

  • use the museum as a permanent site of activity, coordination and communication of professionals in the  scientific virtual research. The museum can be a Forum for NDT experts, where  will prompt consideration to address specific practical tasks;

  • and, finally, the use of an interactive museum for children and youth acquaintance with the ideas and the subject of NDT on scientifically- popular level.

Project  Tasks:

  • Formation & Development of the museum:

  • Creation of the System for museum organization,

  • ollection, maintenance and operative information about the achievements in the field of NDT & TD;

  • Promotion in order to attract public attention to the issues of reducing the risk technogenic disasters in the operation of high-risk;

  • Creation of the conditions for research and teaching through the virtual museum collection.

  • As concerns to the exposure of the NDT museum. It has to become a platform for interactive communication and entertaining visitors by fantastic experiments, where the possibilities of the senses of visitors (sight, hearing, smell, touch) is incredibly expanded, i.e. the exhibition of the museum should be a source of positive emotions and strike and thus effectively educate youth.

If you hear, you may forget, If you see, you can understand or not, but If you do something by yourself you have more chances to understand and appreciate.

 

ANALOGE:     As an example I would like to give an analogous Museum – The European Virtual Museum - the website, organized with the support of the European Union. The site contains data about prehistoric Europe in the form of photographs and video-materials of exhibits from major European museums, explores ways of prehistoric Europe. Site of the museum presented in 4 languages: English, Italian, Romanian and Bulgarian. Now we are witnessing the rapid development virtual museums and can confidently say that it is the most promising form of preservation and dissemination of the knowledge.

Future of the proposed Museum of NDT is that anyone from any country in the world, at any time can visit the exhibition of the virtual museum and get answers to questions, for the solution of which we have devoted our lives. These will give rise to new questions, and our business will continue.

  • In contrast to the simple collections of photos and devices, virtual museum is characterized by features such as the availability of virtual tours and advanced search capabilities for finding and classifying items.

  • The materials can have very different characteristics and features, can be from different fields, starting from historical to virtual collections and from personal and family heirlooms to corporations and country's achievements.

Dear colleagues!

If you are interested in my offer please:

1. Discuss the feasibility of the proposed project.

2. Outline the sources of its funding.

3. Establish a working group to carry it out.

4. Propose the working group to create a business plan, that can be submitted to the 45-th meeting of BoD in Zagreb.

By the way, the establishment of the fund for the accumulation of knowledge can bring EFNDT tangible profit and benefit of prestige.

In addition, the first museum in the form of web sites began to appear on the Internet in 1991. First, virtual museums were sites of real museums, but soon began to appear, and personal website-museums. The logic is simple: if the house can become a house-museum, the home page can become a museum. The first personal website Museum, who identified himself as such, appeared in 1994. In the same year French student Nicolas Poshem opened "Online Louvre", and was immediately marked by CERN as "Site of the Year" in the category "Best use of multimedia”.

I would like to spend the following analogy: as water gives life to all living things, so knowledge accumulation and efficient use provide development of society.

The European  Federation’s for Non-Destructive Testing Pilot Project

“Certification and Accreditation of Ukrainian NDT Laboratories”

From 9th to 10th of March 2010 year in Bruxelles (Belgium) took place the first meeting of Advisory Group of Europian Federation for Non- destructive testing (EFNDT). The meeting happened in the Centre of International confederation of inspection and certification organizations (CEOC). From Ukraine in the first meeting FENDT AG took part vice-president of USNDT M.L.Kazakevich, which reported  about the 1st stage of Pilot Project  EFNDT “Certification and accreditation NDT laboratories in Ukraine”. In the first EFNDT AG took part  representatives of NDT societies of the  main European countries – Austria, United Kingdom, Hungary, Germany, Spain, Portugal, Russia, Ukraine, Croatia, Czech. After report’s discussion the decision was adopted to approve results of the first stage and prolong the execution of the project with Portugal and Austrian colleagues participation.

 


 

Working meeting on the European Project "Ship Inspector"

 

On 22-23 February, 2010 in Kiev at Paton Electric Welding Institute of National Academy of Science of Ukraine the Working Meeting on the Project "Detection of Safety Critical Cracks and corrosion on ships using novel sensors and system based on Ultrasonic Linear Phased Arrays Technology ("Ship Inspector")" progressing was held. This Project is carried out in accordance with the 7th Frame Program of EC. Heidi Dyson, the manager of the Project, took part in the meeting from the British Welding Institute “TWI”.

 

During the Meeting the joint work plan for 2010 as well as the major directions of investigations were discussed. The Ukrainian enterprises where the project results could be used were chosen. Also it was agreed to hold a common seminar of TWI and Ukrainian ship-building and ship-repairing plants to the problems solving of which the Project is dedicated.
